The Service Life Accountability, Verification, and Evaluation Act of 2050

1. In this act,
   "person" means a human with legal freedom
   "minor" means a person under the age of majority
   "boy" means a male minor person sexually intact
   "girl" means a female minor person sexually intact
   "castration" or "castrate" means to make a person not sexually intact
   "nuck" means a male person or slave not sexually intact
   "slave" means a human without legal freedom, or natural personal choice
   "enslavement" means the process of putting a person into a state of slavery
   "permanent" means until end of life, whether natural or unnatural
   "indeterminate" means unknown total length of time
   "temporary" means a short period of time
   "non-voluntary" means without choice
   "tribunal" means a legal tribunal presided over by a judge authorised by a competent authority

PART I Classifications of Slavery

1. In situations of debt collections, the liquidation of owned minor persons in payment of debts shall initiate with the enslavement of the minor boys before the minor girls. Further, those minor boys eight to twelve not of sexual maturity shall be selected first in reverse order of age, followed by the sexually mature, and finally the younger minor boys.
   
2. There shall be three main Slavery Classifications:
   
   1. Permanent Slave,
      
   2. Indeterminate Slave, and
      
   3. Temporary Slave
      

1. A Permanent Slave, referred to as S0 and S1 (a and b), shall never be releasable from slavery. An S0 enslavement may be ordered only in the case of serious crime. An S1a enslavement may be ordered for minor crimes, serious behavioural issues or as part of a plea bargain for serious crimes. With special leave from the tribunal, a minor may be enslaved as an S1b by the guardians of the minor on their testimony alone.
   
2. An Indeterminate Slave, referred to as S2 (a and b), shall remain in slavery until a time decided by the owner with consent of the tribunal. An S2a enslavement may be ordered for minor crimes or serious behavioural issues, under special arrangement with a prosecutor and the tribunal. An S2b enslavement shall only be granted to volunteers without other arrangements.
   
3. A Temporary Slave, referred to as S3, S4, and S5, shall remain in slavery for a set period of time. An S3 enslavement shall be the normal type for most debts and minor crimes. A minor boy or girl wanting temporary enslavement may consent to an S4 or S5 enslavement for a period of no less than a month, but no more than two years less a day with the permission of the tribunal.
   
4. The difference between S4 and S5 slavery is that S4 slaves are classified as livestock, and non human during their slavery, whereas S5 slaves are considered to remain human. Livestock have no human rights, and no representation in law.
   
5. No livestock may wear clothing other than what is required for their work. S5 slaves are the only class of slave permitted clothing, although this remains at the discretion of their owners.
   
6. An S4 and S5 slave wanting to continue enslavement beyond the maximum two years less a day, must become an S2b slave or in serious cases, and S1b. If a female slave is pregnant at the end of the period of enslavement, the period continues until the birth of the child.
   
7. Any child born where either the father or mother is a slave, shall be a class S1b slave. Where a child is fathered by a slave without permission of his owner, the father will be immediately castrated and changed to S1a status, or S0a where he is already classed S1.
   
8. All S0 slaves shall be processed as per schedule I.
   
9. An S0 slave who commits any disobedient act shall be executed by hanging or, at an owners discretion, some other permitted public execution. Execution of other classes of slave can only be mandated by the tribunal.
   
10. Executions and deaths must be notified to the slave authority so that the slave can be expunged from the register of slaves.
    

PART II Manumission

1. Where a slave has been freed at the end of a period of livestock slavery [S4, S3, S2], the slave regains human status, although this is limited by recognition that they have been property and as such had, for the period of their slavery, no humanity nor control over their own body. The following restrictions shall apply.
   The registration of the slave shall permanently remain on the slave register, and the first owner shall be considered their sponsor where required.
   A freed slave may only enter a restricted location defined in schedule II that is disbarred for livestock when accompanied by a responsible adult. This restriction is lifelong, although the responsible adult may be younger than them.
   As the freed slave has had no control even of their own body, they are permanently disbarred from roles of senior responsibility. They may not act as company directors, managing directors, officers in the army, head teachers, principals or other roles where they have an ultimate legal authority.
   
2. S5 slaves do not lose their humanity during their slavery, and so none of these restrictions shall apply to them on manumission.
   

SCHEDULE I Processing of Slaves

1. S0[a+b] slaves must be processed by the following means to ensure they are suitably punished for their crimes and to reinforce their status as livestock. S1 slaves may optionally be processed by any or all of these means and all other livestock categories (S4, S3, S2) may be so processed, except where caveats apply.
   
2. A permanent bit must be fitted into the mouth of all S0 livestock. The bit may be replaced with a permitted gag to allow the mouth to be used to give sexual pleasure to others, but the livestock may not be allowed to speak or eat with their mouth. It is usual for some or all teeth to be removed to allow permanent mountings for the bit. Optionally vocal cords may be cut to ensure that a slave cannot make any intelligible sounds. [Caveat for S4-S2 livestock: bits and gags must be removable at the end of a period of slavery, and vocal cords may not be cut.]
   
3. A suitable feeding tube should be fitted to allow the livestock to be fed [Caveat for S4-S2, bits should be removable so that feeding tubes are not required].
   
4. A mark of ownership must be placed on the S0 livestock's body and the mark registered with the slavery authority.
   
5. The S0 livestock must be castrated.
   

SCHEDULE 2 Restricted spaces

1. Livestock are not to be considered human for the period of their slavery, and as such are not permitted, even with their owner, in the following locations:
   
   1. Government buildings
      
   2. Places of worship
      
   3. Clubs or places of entertainment except for slaves working as part of the entertainment or on behalf of the proprietors
      
   4. Schools, museums and libraries
      
   5. Public transportation designated for human use
      
   6. Malls, Restaurants, and other covered public spaces where food is prepared, served or sold, for reasons of food hygiene.
