BaraFlavius AulusBook III, Chapters 8-14Chapter 8Governor Gracchus was furious that Flavius had interfered with his province and arrested so many of his cronies. However the operation had started outside the province and they had simply followed the trail. No mention was made of Scandinavian involvement and Governor Gracchus had no idea how the operation had started. The ship continued to be tracked. Once in Scandinavian waters it made another drop. A similar operation swung into action and nearly a hundred arrests were made as the smugglers were tracked. The ship itself was stopped as it was about to leave Scandinavian waters. The main haul was discovered. The crew was arrested and the ship scuttled. Only then did news break of the cooperation between the two nations and details of various parts of the operation emerged. The news stoked Governor Gracchus' anger further but there was little he could do. The evidence piled up against him and he was summoned to Rome. Once the investigation started it revealed other crimes from tax fraud to various swindles involving government contracts. The Emperor phoned Flavius. "He'll forfeit everything, including his family." he said, "That family cannot continue in that position. Any thoughts on his replacement?" "How about Lord Dessolini, sir." Flavius suggested, "His own estates and businesses are well run. He's coming round to the new ways and Cassius will do well when he succeeds his father." "How about Crevellio?" the Emperor asked. "Brutus maybe but it's the father that holds the titles. He couldn't cope. Besides their affairs are still a little shaky." "Dessolini it is then." the Emperor said, "We'll have to go through the formality of a trial to remove Gracchus but I'll tell Dessolini to use the time to consult with you and get himself organised. You're to give him full access to your team." "Yes sir." Flavius replied. "Dessolini is probably too proud to ask for help. Only you don't see it as a weakness. Demanding it by Imperial authority is far more noble, wouldn't you agree?" "Yes sir. It's the sort of thing I'm still learning about and trying to understand." The Emperor chuckled, "It sounds as if you've already learnt a lot. However it's put he'll need help to sort the mess out." For a time, Flavius enjoyed being the Governor knowing that his anti-drugs operations were proving more successful than he could have imagined. The West Quarter already showed signs of improvement. Now the Imperial Palace was involved dealing with the neighbouring province. It proved to be a pleasure to invite Commander Svensen and his crew on a goodwill visit holding a reception in their honour. Bjorn chose to wear his boy seaman's uniform arriving as just one of the crew. It allowed Commander Svensen to be guest of honour, a gesture that impressed the crew considerably. It was a pleasant lull where Flavius could relax without any problems. Later it seemed Johnny's birthday marked the end of the break but no one realised it at the time and it proved to be memorable in it's own right. If his time aboard the frigate had been more arduous for Flavius, physically, then it had reinforced the notion that he could prove himself and be himself more as a slave. Consequently he was quite cheerful as he followed Jamie, dressed in a plain brown tunic, to Johnny's party. Jamie took Flavius into a street of modest terraced houses. They boasted tiny front gardens barely deep enough for someone to stand in. Flavius guessed that the back gardens would be narrow but long with a back gate leading onto a wide alleyway. For some they were the first step from apartments and slums but for many they provided cheap, comfortable but extremely modest housing. "You're very early, boys but come in." Johnny's mother greeted them, "Johnny's in his room trying his new games. Go on up." Jamie turned to Flavius, "You go and help in the kitchen." "Yes sir," Flavius said meekly, turning to Mrs Roseberry. Mrs Roseberry looked at Flavius who thought he saw a glimmer of recognition but she looked irritated as she turned back to Jamie. "It's OK." Jamie said, "It's Johnny's party. "No one from the palace wants to end up as guest of honour." "Very well." she agreed, "Come through." Mrs Roseberry seemed less certain once they were alone in the kitchen. "Young Master Johnny says that you're worried about his position in the palace." Flavius said, "He is one of Master Jamie's friends and the only one who can cope there. If I arrived in my Governor's clothes and had been properly announced, I would expect you to curtsey and show proper respect. Dressed in this brown slave tunic my back is tingling because there's some washing up that needs doing and I'm just standing here." Mrs Roseberry smiled, "It would be a help. I've got the kettle on. I'll make some tea or should I tell you to make it before you start on the washing up." "That would be the better idea, ma'am." Flavius smiled in his turn, "You just work slaves hard." A little later Mrs Roseberry was completely at ease while Flavius was happily scooping the last of the icing from a bowl, sucking it off of his fingers. "I'm beginning to believe some of things that Johnny's said." Mrs Roseberry said, "My husband's a good man but my sister thinks that I married beneath me. Johnny's grandfather was a freed slave. "He was always terrified that something would go wrong and he would end up a slave again and drag his family in with him. John's inherited a lot of that fear and my sister plays on it." "May I ask?" Flavius asked, "Is your sister jealous of Johnny's friends in the palace?" Mrs Roseberry nodded, "She's been a lot worse lately. Brendan works in City Hall. She claims that he knows provincial business and that you're fed up with Johnny making a nuisance of himself." "His Excellency is pleased that Jamie's got a friend and the Lady Julia likes him calling her Aunt." "He doesn't, does he?" Mrs Roseberry gasped, "His father would have a fit." "His Excellency is more concerned that one of his officials is using provincial business for his own ends." Flavius said. "Brendan doesn't do anything like that." Mrs Roseberry answered quickly, "Rene asks a question. Brendan says he can't answer. She says, I understand, and takes it to mean whatever she wants." "You should hear King Ĉirik go on about the throwbacks in his family." Flavius laughed, "The Emperor's calls Prince Ignatius the family idiot. We've all got them." ""Why are you so interested in my family. You're welcome but all this must seem small and unimportant." "I've been shot, broken the gangs in the West Quarter and the Emperor's talking about me commanding a task force to tackle some South American Provinces" Flavius explained, "The things I do as a slave are simpler and the results are quicker." Flavius shuddered, feeling his back, "Sometimes they're too quick. Besides, Johnny gets upset by it all and he's a friend." "I hope John managed to get time off." Mrs Roseberry said, "He put in for it but his foreman's a pig." As if on cue, they heard the front door open as Mr. Roseberry arrived. He entered the kitchen, just standing and staring at Flavius still holding the bowl, taking in all the preparations. "I'll just check on my pigeons." he said before heading for the garden. "He's tired after a day's work and he recognised you. We'll give him time to think." Mrs Roseberry explained, "You clear the kitchen and I'll take the food through to the living room. Then you can take him out a nice cup of tea." Flavius grinned, "It's much nicer than my other job. You know what to do. You're not waiting for me to decide." You're a good lad." Mrs Roseberry said, "You'd be welcome here even if you didn't have that other job." "It was the sort of compliment that always pleased Flavius because it was directed at him as a boy and not his position. He followed his instructions quietly entering the pigeon loft. He was surprised by what he found. From the outside the loft was large covering over half the garden. He had heard the pigeons cooing and flapping their wings as he approached but he had stepped into a comfortable little office with a couple of executive type chairs, a table bearing a laptop, and a tiny bar between two cupboards. The pigeons were louder but they were separated by a dividing wall. Mr. Roseberry tried to stand but Flavius lifted his free hand. "Not in this tunic, please sir." Flavius said, "Please relax and remain Master of your household." "Thank you." Mr. Roseberry said, "I understand the idea of incognito. I'll carry out your wishes." "His Excellency would thank you." Flavius said kneeling, "But you don't quite have the idea. Please just see the slave brown tunic. I'm at your service, sir." "Er Yes. Stand up please." Mr. Roseberry tried to instruct but he was too nervous. It sounded more like a question. Flavius still obeyed as if a centurion had rapped out a command. "I work for your uncle, Lord Titus Aulus." Mr. Roseberry said, "I can't treat his nephew like this, let alone the governor. It's all wrong." "If you recognise this tunic then you'll have the chance to get out of your sister-in-law's clutches. That was insolence. If he were here, my uncle would hand you the whip." Mr. Roseberry sat staring into space for several seconds, "Supposing I told you to drop that tunic, turn round then bend over and grab your ankles, what would you say." By answer, Flavius simply complied. "Stand up, hands above your head." Mr. Roseberry said a little more confidently. Still more confidently, "Turn round." "You've been beaten fairly often, haven't you." Mr. Roseberry asked, "And not just on your back. Get dressed." "Yes sir." Flavius replied, "Slave Flavius seems to get punished a lot. He doesn't always deserve it though." Mr. Roseberry chuckled, visibly more relaxed, "No boy ever does. Johnny could be right about you. So what do you intend doing about Rene." "Just go on serving if you permit. We did something similar once before. She'll probably recognise me and it should confuse her." "Brendan and their children will. She probably won't until they mention it." The door burst open and Johnny rushed in to greet his father. "I didn't hear you arrive." he said, "We came down looking for Flavius and Mum told me where you were. Aren't you coming to my party, Flavius?" "He is but we're going to have some fun with your Aunt Rene." Mr. Roseberry said, "Or do just want him to be a guest." Johnny wrapped his arms round Flavius in a tight hug, "Just don't say anything when Jamie or me wants to be the slave." "It's 'Jamie or I want'." Flavius corrected, wrapping his arms round Johnny, "I'd better get back to help your Mother." A little later, Rene burst in through the back door. "I thought that you'd need some help." she roared, "You always get so flustered when you're cooking even if it is only for some whore boy your son hangs around with. The Gods alone know what happens to him in that place." As she spoke, she became quieter and less certain as she took in the scene. Mrs Roseberry was sitting drinking an inevitable cup of tea while Flavius scrubbed the floor. "That's very kind of you Rene. Jamie lent me his servant and we're all done. Boy, a chair for my guest." Flavius leapt up to obey. He held the chair while she sat before asking, "Would Madam care for a cup of tea?" "Where's Brendan and the children?" Mrs Roseberry asked. "They'll be along about five as you asked. Are you telling me you've had that whore boy in the house all afternoon?" "Jamie is not a whore boy. He's Johnny's friend and he's a guest as much as you are." Mrs Roseberry said, surprised at how forcibly she had spoken. "Really Hyacinth, don't get so worked up. We'll treat Jamie properly if you wish but you should meet some of Xavier's friends. Everyone says how polite they are and they're doing so well at school. They're not letting those slaves, that now attend, pull them down." "Johnny was telling me. The Emperor has a thirteen year old slave for an office boy. My Xavier is friends with the son of a very nice bank manager. That could be useful in later years. Now that Druscilla's turned fourteen, we're hoping that nice young cadet will be proposing. He's nineteen and very rich." The front door bell rang. Flavius dutifully headed off to answer it and admit a very striking girl a few months younger than him and another girl of about twelve. The fourteen year old brushed past Flavius ignoring him though he did briefly feel her hand on his cock. The younger girl eyed him up, gasped with surprise and recognition then giggled. "I bet they have." John said, cheerfully, "Find somewhere to sit. I'm sure you need a break from Rene by now." Flavius nodded and grinned, "I've been hearing about Xavier's important friend, the bank manager's son." Xavier laughed, "Evan's OK but he's a bit of a nerd. He comes round to my place to play some computer games and that's as far as it goes." "I wish Aunt Rene wasn't spoiling everything." Johnny said, "This isn't a party. We're just hiding from her." "Your mother was so looking forward to giving you the grown up party you wanted." John said, "Let's go in and do the best we can then I'll give you boys some money to clear off to the baths or something. "Instead of the baths you could all come to the House of Sparta." Flavius suggested, "Xavier can invite Evan if he likes." "Won't your Uncle be there?" Mr. Roseberry asked nervously. "Titus will be there. He won't be anybody's uncle or boss." "You think you've got problems. Germanicus Susitas has been going through the City Hall. I'm clean thank God but I still feel like a schoolboy reporting to the headmaster when I see him." "Could we go?" Johnny asked, "Then you could meet all my friends." "Including Ben and Sam?" Flavius asked, "They could meet your Aunt Julia as well." John and Brendan looked quizzically at Johnny. Brendan laughed, "Tell us over tea. If you can a word in edgeways." "You serve, Flavius." Jamie said, "We'll let Johnny's mother explain who you are after we've gone." It was a surprisingly cheerful party that sat down that afternoon. Everyone except Rene and Druscilla knew who Flavius was but somehow assumed that they did know. No one bothered mentioning it. "Druscilla talked incessantly about how well her prospective boyfriend was doing and how he was bound to be posted to a Rome legion. He had influential friends who would guarantee his promotion. "Jamie and I know the commander of the Praetorian guard." Johnny said, "He likes to meet officers from provinces away from Rome. I'll ask him when we talk to Gio again." "That is very kind of you." Rene said, "If this Gio is as lazy as this boy I would think that he's already been sold on." "We have proper connections." Druscilla preened, "Just because you've seen the man doesn't mean that you know him." Mrs Roseberry glanced worriedly at Flavius then around the table. Everyone except Flavius seemed to be enjoying themselves and sharing some joke. Flavius was trying to remain serious but even he had the trace of a grin as he served. She could guess what the joke was but suspected that she did not know everything. She was right. Jamie had prepared a surprise. It was sprung when the phone rang. Mr. Roseberry picked it up handing it to Johnny. "It's Gio." he said, "Is that the boy you were talking about?" Johnny nodded. "Hi Gio." Johnny said into the mouthpiece, "How's life in the palace?" The others could only hear Johnny's side of the conversation. "Thanks. I'm eleven now." "Just the family and Jamie at the moment. He's brought a servant who's serving us. With the food Mum's prepared it's real posh. How's Kieran?" "Are you? Put him him on then." "Hi Kieran. I didn't think you were allowed to take your friends in there." "Really? I didn't think he'd remember me but it was fun when we found all those cars wasn't it." "Hallo sir, how are you?" "Thanks. I'm having a good time and I think it's going to get even better now. Thank you for letting me speak to Kieran and Gio. Good bye, sir." "Who was the man you were speaking to, dear?" his mother asked. "The Emperor." Johnny replied, "We had a weird party when we found a lot of lost cars. Remember Jamie?" "Hyacinth, you should stop Johnny telling these ridiculous lies. He's going to get into a lot of trouble." "I nearly forgot, Mum." Johnny cried out as he rushed from the table, returning a few moments later carrying a parcel, "I asked Julius to carve this for you. I know how much you like lions." The package contained a beautifully carved display of a pride of lions. "It's beautiful." she gasped, "Will you thank Julius for me." It's adequate." Rene muttered, "Who's Julius? A boy in a lower class at school." "No. Prince Julius. He staying at the Provincial Palace." "Do you really know the Imperial family?" the younger daughter asked in an awed voice. "I didn't meet the Empress or her daughter." "Of course you didn't. You've probably only met the others enough to serve a drink. The likes of you don't talk to nobility or royalty like that." "Dear, you said something about letting the boys go to the baths." Mrs Roseberry interrupted, "If they leave now they'll be there in time for the evening session." "If you've no objections, all of us menfolk have somewhere else to go including the slave." "And where is that?" Rene asked. "The Provincial Palace." Brendan replied, "His Excellency has invited us all to the House of Sparta. We'll be able to pass on Hyacinth's thanks to Prince Julius." As the party split leaving the women to chat, Rene glared angrily at her sister. "Just what is going on?" she demanded to know, "All this talk of knowing the Emperor and being invited by the Governor. I can't think why my husband's been taken in by it." "Jamie is very close to the Governor. He'll probably be declared Companion before long." Hyacinth explained, "Anyway most of the Governor's friends are much older, well into their teens. Jamie needs friends his own age and Johnny is the only one who doesn't get swallowed up by the palace or the House of Sparta. Anyway, I couldn't believe all of Johnny's stories until I saw who Jamie's servant was and managed to talk to him." "I saw some resemblance to the Aulus family." Rene said, "What was he, some bastard relative?" Hyacinth laughed, "I believe another of Johnny's stories now. He says no one ever recognises the Emperor when he's wondering around incognito. It's because pictures of him are always angled to make him taller and he's always wearing his Imperial robes in them. No one believes that he's average height and looks ordinary when he dresses down. "You only saw the slave brown today. That lazy lump of a slave as you called him was His Excellency. He visited like that so we could get to know him and just treat him as one of Johnny's friends. "Why didn't you tell us all this before?" Rene gasped trying to regain some authority. "We did but you didn't listen." "I think it's time we went home." Rene said, "You're developing airs and graces that don't suit you. Maybe I won't be there for you when all this crashes about your ears." "I take it then you don't expect me for tea, tomorrow afternoon." Hyacinth said cheerfully, "I might visit Luke's mother. He's another of Flavius' friends and she's used to dealing with the nobles." Rene swept out without another word. The extended party in the House of Sparta proved to be a more successful if chaotic event. Everyone in the palace knew that Flavius was using it as a chance to have some innocent fun even if he had worked hard to be the perfect servant at the Rosebery's. It still helped him forget his responsibilities as governor for a time. Accordingly everyone rallied round to give Johnny a party he would never forget. No one remembered everything that happened. Brendan remembered watching his brother-in-law talking to Titus. At first he was nervous and uncertain. Later he was confident and animated and later he almost seemed passionate. Brendan guessed that he was talking about his racing pigeons. Julia remembered her evening for being interrupted by Johnny visiting briefly to introduce his cousin and his friend. She later described it as charming as they followed Johnny's lead, called her Aunt Julia and kissed her goodnight as they left. Many noticed how Brutus and Steven knelt on either side of General Maximilian but succeeded in exchanging loving glances and brief touches whenever they could while the general watched contentedly. Except for Johnny, the Sparta boys had immediately stripped on arriving. David insisted that it was his party so he should be a guest. It would seem that I thought that they couldn't give their child everything." Jamie was never far from Flavius and was standing next to him as Flavius glanced down at him. "An Uncle of mine always asks my parent's permission before he buys anything big." Jamie replied, "He's saving up for a bike. Put it in an envelope and mark it 'Johnny's Bike Fund'." "My children rode their bikes once or twice then the next year wanted the latest model." Senator Belario said, "There's probably a shed full of them somewhere. Excuse me." He returned after making a phone call then briefly spoke to Mr. Roseberry. "Make your gift for his new bike." Senator Belario said, "He can come out to my estate tomorrow and choose a second hand one to tide him over. Is that acceptable, Jamie?" "You bet. Can I tell him." "No. On second thoughts his father may be a little bit too hung over if he drinks with Titus much more. See what you can arrange will you, Flavius but make it a surprise." "I take it you're tired of visiting me, Flavius?" I understand." Senator Menestro said. "He wants to visit." Jamie piped up, "He's still a little sore from the shooting and being involved in Lord Toleno's suicide upset him more than he'll admit. Don't worry he'll get fed up just cuddling up to me and start visiting again." "Shut up, Jamie." Flavius snapped, "Don't discuss my business like that." "Why not. The House of Sparta exists so that you can learn about this stuff. They can't teach you if they don't know. "The boy's right." Senator Menestro said, "It's not weakness or anything to be ashamed of. You're coping damned well and it's a pleasure to know you." Flavius smiled his thanks as Jamie piped up, "I'm coming with him next time. We'll see how you manage with both of us." "Shouldn't you ask your master first?" Senator Menestro asked. "Flavius says he wants a friend. Well I'm going to look after him the way he looks after his friends. You can hurt him for fun. He likes that but you're not going to hurt his wound." Senator Menestro turned to Senator Belario, grinning, "As you say there's an order here and it's clear who's in charge." "Jamie, you shouldn't be telling a senator what to do." Flavius said. "Why not." Jamie retorted speaking steadily more loudly and passionately, "You've helped everyone in this room. You welcome all those foreign business people so they get richer. You help slaves then expect them to leave to use the chances you've given them so you're alone again and what happens? You get shot. "You missed out on joining the under sixteen football team which you love and you've been stuck with cuddling me or going with soldiers who're careful not to touch your ribs. Yet you're still looking out for Johnny and giving him this party." The party had gone a little quiet, listening to Jamie. David approached holding a cane. It was always a sign that a Sparta boy was in trouble. Senator Belario stepped forward holding out his hands. "Come here Jamie," he said, "Don't spoil Johnny's evening or Flavius' efforts." Senator Belario found a comfortable chair and pulled Jamie down onto his lap. "That was quite a speech." he said, "And you were right in everything you said but you must never say it again. This time it was obvious you were only thinking of Flavius. Another time and it might sound as if you were accusing me of just being a hanger on and not a friend." "I really didn't mean it like that." Jamie sobbed, "I was so scared when he was shot then just wandering around as if nothing had happened. I just want him to be OK." "He will be." Senator Belario said, "Especially with you as his companion." Jamie grinned happily and promptly fell asleep. Not even Brutus could cope with Steven and General Maximilian's games so he and Jamie slept with the remaining Sparta boys, taking their turn to fill Evan. Johnny did not care that his new bike was ten years old. It was still better than anything he could have saved for. He spent the day exploring the lanes in and around Senator Belario's estate before thanking them yet again and cycling off home. Ben and Sam spent the day playing with toys that had once belonged to the Belario's children and playing games with Lady Belario. No one questioned that they would stay a second night. A few days later an unusually nervous and flustered Senator Belario asked to see Flavius. "What would you say if I said Cervinia and I wanted to adopt Ben and Sam?" he asked shyly. "I don't know." Flavius replied, "I'd wonder how they managed to persuade you so quickly." "They don't even know we're talking about it." "So they don't call your wife Aunt. They don't talk about how nice your place is. They're street kids. They know how to work on adults." "So you're saying their behaviour is a front to get something out of us?" Senator Belario asked disappointedly. "No. Not completely. Think about it though. Normally they've got an old mattress when their father's broke and my slave quarters when he's got the money to get drunk. In their shoes how would you react to someone offering them a warm bed and hot food. Senator Belario nodded. "There's another problem." Flavius continued, "They love their father. He can be loving to them when he's sober and he promises to stop the booze but it never happens. How would you feel if they wanted to visit him and you to give him money?" "Somehow I thought it was a romantic idea. My wife will be disappointed." "I wish you would adopt them." Flavius said, "They could make something of themselves. I just suggest you look into it as thoroughly as a business proposition. What do you want out of it and what can they give? What do they want and what can you give?" Senator Belario nodded again only more cheerfully. "At least they haven't stolen the family silver." he said. "They won't." Flavius grinned, "Your neighbours might want to upgrade their security though." "Seriously?" "Not completely. All I'm saying is it's not going to be easy and they'll not turn into model sons overnight." "I'm not sure if I want them to. Our grandchildren visit but their parents are so worried that they behave the visits are difficult. We're hoping Ben and Sam will lighten the atmosphere." "So you do want something from them." Flavius said, "Why not just buy them. I'm sure the father would accept a good price if he was drunk at the time." "I thought that you were their friend. How come you want them enslaved?" "I want them properly looked after. You would do that either way. If the father was desperate for a drink one night then I don't think he'd be too choosy over the owner." Flavius paused thoughtfully, "If you can find a way of taking them in, please do so. They're great kids. Don't rush in and find you've made a mistake. Consider the best way of doing it." "Thank you Flavius. I'll talk to my wife. You've made it clear that it won't be easy but the rewards could make it worth it." Chapter 9While Flavius was concerning himself with the fate of two young brothers, the Emperor was concerned about international affairs. He had developed a habit of ringing King Ĉirik. "I don't know about your agents but mine suggest that the Outer Ring Alliance will use any trick to split us. They seem to be making big drug purchases in our dominions. They have to bring it across the border and we blame each other for the trade. It all helps to keep the old border disputes going." "And our troops are young impressionable, willing to experiment. It's not as if they've even got the stress of battle to counteract the effects." the Emperor said, "It'll start to affect the border policing if it goes too far." "I thought about rotating the troops but it would spread the hardcore addicts. I don't want to create hotspots of demand." King Ĉirik said, "The real problems are your South American colonies. My reports suggest that some of your governors have taken too much of their own stuff and definitely have symptoms of megalomania. I should be delighted at the cracks in your Empire but the ORA and Russia are a bigger threat at the moment." "I've recalled one governor to Rome over this business." The Emperor said, "I intend recalling a few more but I need a strong military presence to back up my orders. There'll still be gangs and isolated war lords. It's a very unsettled area so we'll need a naval blockade as well. "I'm giving orders that anyone caught buying or handling drugs either cooperate fully or get enslaved. Once they're slaves they'll be cooperative through drugs and electricity. "Not even the Roman Empire has the resources to stop every ship. I'd offer full cooperation but the only Roman my people would accept in overall charge is Flavius Aulus except that he's way too young for such authority." "I agree that he is too young." the Emperor said, "Would your people really accept him as being in charge?" "Unofficially he's third in line to the throne." King Ĉirik chuckled, "If Bjorn or Eirik couldn't succeed me for any reason, parliament would have a free vote. They have to follow the popular vote to a great extent. Flavius is young, good looking and bright. He's got a track record of respecting Scandinavian interests and has already led a successful campaign against drugs. He's even taken part in a major raid. In short, he's got everything." "Your news media is less restrained and he does seem to figure in it a lot. Is he really that popular?" "He could marry any girl he liked, or any boy for that matter." "It doesn't bother you?" "On the contrary. I'm recalling Bjorn. With Flavius in the running Svan's supporters are even more isolated. Unless someone blows up the palace with us all in it, either Eirik, Bjorn or I will survive a good few years. Now, with an outsider in the running what good is it getting rid of us?" "If I give him this appointment, knowing Flavius he'd attach himself to some military unit and do basic training with them. He'd only surface as commander when the bickering between the senior officers started. I'll send for him and talk to him." Not so long after Flavius was seated talking to the Emperor. "Congratulations on a highly successful anti drugs campaign." the Emperor said, "Well done." "Thank you, sir." Flavius replied. "Any trouble working with the Scandinavians?" the Emperor asked. "No sir. They were willing to hoist the Imperial Eagle and operate under my direct command in our territorial waters. For the rest of the time I acted as slave Flavius and stood outside the chain of command." "King Ĉirik agrees. He's willing to commit more ships to you. I'd have to reciprocate and offer you Admiral Neuvello's fleet. Could you handle it?" "I keep telling people, I'm not ready to be a general, sir." Flavius replied, "I know even less about ships. I've still got a Board of Guardians helping run the province. I'm not ready for all this." "I know," the Emperor acknowledged, "but you're the only official of sufficient rank who doesn't put everybody else's backs up. Scandinavia regards the Northern Approaches around Iceland and the Faeroe's as their territory. They wouldn't tolerate Admiral Neuvello being in charge any more than we'd tolerate a Scandinavian admiral in charge in the Mediterranean." "It's all politics, isn't it, sir." Flavius said. "Yes and you can cut through it." the Emperor said, "You'll admit it when you don't know. Unlike an adult, there's no shame in you wearing a slave tunic and deferring to experts. Once they get used to it most appreciate it. You're assertive enough when getting something started and you'll keep events on track so I think you'll cope." "I'll try, sir." Flavius said. "We Romans have always gone over the top when it comes to partying." the Emperor continued, "Nowadays we understand more about alcoholism and addiction. Handing over control is definitely not Roman so we are succeeding in persuading people to drink more moderately but drug smuggling is increasing. "South American provinces seem to think that they can do what they like. They could try breaking away and then the situation would get far worse. Whoever takes charge would be authorised to tackle the Pacific routes as well. That could ruffle Russian feathers. A combined Roman/Scandinavia operation would be difficult to argue with. The Emperor paused, "We might also have to forcibly replace one or two South American provincial governors." "Forcibly replace?" Flavius queried. "Invade, occupy would be more accurate." the Emperor explained, "Except that you don't do that to your own territories." "I can't do that, sir." Flavius gasped, "I wouldn't know where to begin." Admiral Neuvello would. So would General Valarium." the Emperor said, "If you think international rivalries are difficult, try inter service." The Emperor chuckled, "We've not discussed the Air Force yet." He became serious again, "Your raid on those gangs was a big operation and what were the casualties, five civilians killed and one soldier slightly wounded? "Out of a population of fifty thousand, you arrested sixty people and forty or more have been enslaved so that's what, a dozen crucifixions and the rest hard labour? "You remember that protest in Africa a couple of years ago. A mob of two thousand marched on the provincial palace. There were six hundred dead and a thousand prisoners. It was a bloodbath and unnecessary. The place is still unsettled and visitors go there at their peril. Your West Quarter is already quiet and opening up." The conversation continued but Flavius knew he would have little choice. He tried changing tactics and being too demanding at the next meeting. "The Scandinavians have a fleet of training ships. One is a converted frigate. A lot of the armaments have been removed and space made for classrooms and training facilities. Can we hire it for my command ship. We'll convert a room into a command centre for the operation. The regular crew can stay with running the ship and for most of the time I can be just one of the cadets." "Under who's flag?" the emperor asked. "Theirs but under the command of Admiral Neuvello. If it becomes the command ship then it flies the Roman Eagle and I'm in charge." "Anything else?" "Yes. I need a land base. A Caribbean island will do but it will have to be my personal flag under the Eagle. I'll fly the bulk of my provincial legions out there under General Maximilian not General Valarium. "I'd also want an exchange of liaison officers between the Roman and Scandinavian fleets." Flavius hoped that the Emperor would think that he was trying to build his own power base and become uneasy about sending him. "I'll consider it." Both the Emperor and King Ĉirik agreed that Flavius was deliberately trying to be unreasonable. "If he was an adult I'd think he was planning a move on the throne." the Emperor said, "I'll send send General Valarium as Imperial observer but I'll agree to the rest for now. How about from your side?" "We can't put a cadet training ship into the middle of a war. He can have Sturlunga. It's got a large hangar deck that can be converted to a field hospital, quarters for rescued survivors or a launch bay for a landing assault. It can easily be converted to suit Flavius' needs. Captain Svensen hasn't been reassigned yet." "You promoted him." "He did as much as Flavius to make the operation work. We need Scandinavian heroes as well." The Emperor chuckled, "I'd make him a Commodore at least. It'll make it easier for him to talk to my Admirals." "By the way, young Flavius may become involved in another way." King Ĉirik added, "One of my regional ministers reads the problem much as we do. He's also close to your neighbouring governor who's intimated that he wants to make contact with Flavius. It'll be under cover because no one's sure which officials are involved." A little later, Flavius was back home. Dressed in his Slave of Sparta tunic, he strolled though the forum, watching Senator Belario and his wife approach him. The Senator was surrounded by another man and his wife together with a group of children. It was the first time that Flavius had seen the senator since his trip to Rome so he just had time to recognise Sam and Ben in their fine new clothes before they saw him, yelled out his name and came charging across to hug him. The rest arrived at a more sedate pace. "Hello Flavius." Senator Belario said, "I thought that you were in court today." "I was, sir." Flavius replied, "I got time off for good behaviour." "This is my younger son, Lucius." Senator Belario said, "He's a Major in the 91st American Legion." Instinctively, Flavius drew himself up to stand at attention. "It's good to meet you, sir." Flavius said. Lucius grinned, "It looks as if you've served time somewhere." "Yes sir. I did a weeks service with the Legion under General Maximilian for spraying graffiti. I've also done two weeks service on board the Scandinavian Training Ship Thor as well as a further weeks service aboard the Royal Scandinavian Frigate Sturlunga." "So how come you got into so much trouble visiting Scandinavia?" "Drugs, sir." Flavius replied. Senator Belario could not hold back his laughter any more. "Stop teasing, Flavius." he said, "He wasn't before the bench, this morning. He was on it. In another tunic I'd be introducing our provincial governor, His Excellency, Flavius Aulus." Lucius grinned, "Father's written about you and I've seen the news. I wondered but it's the first time I've seen anything like it. How did you keep the Scandinavians in line?" "His Excellency didn't, sir. He worked with them." Flavius explained, "Commander Svensen was senior naval officer in the operation so he was in charge of seaborne operations. His Excellency flew the Imperial Eagle in our territorial waters but the boat skippers were in charge, working to a plan already agreed." "Interesting. I'd like to hear more." Lucius said. "Visit His Excellency while you're here, sir. I'll let Craig know to expect you." Lucius glanced at his father. "Yes it is that easy, nowadays." Senator Belario said, "I hadn't realised how much things have changed since your last visit. "Where are you off to now, Flavius?" "Football practice with the reserves, sir." Flavius replied, "I missed out on the under sixteens this year but I want to try out for the under eighteens next season." "Football? Can I come with you?" It was a boy a couple of years younger than Flavius' age who had asked. "Now Amicus." his mother said, "What have I said about intruding?" "He wouldn't be intruding, Ma'am." Flavius said, "It's just that nobles don't play and he looks like a noble." "Come on Amicus." Sam squealed, "Luke's father's got his shop just down there. He'll have a tunic for you and let you change out the back. Can we take him, Uncle Sylvester?" "Uncle Sylvester?" Flavius queried. "They have an amazing sense of loyalty. Whatever happens they will always recognise their true father. Uncle seemed a good compromise." Senator Belario said, "They more or less insisted that I get their father some help to stop his drinking and it's all they've ever asked for. They understand no one can do anything until he's ready. We'll miss them if he ever does recover and they go back to him." "So you didn't adopt them?" "Yes we did." Senator Belario said, "It prevented their father from selling them for drink money. It's hard work but it's fun." "And we wanted our children to be so well behaved and polite for their Grandfather." Lucius laughed, "I'd forgotten what father was like when we were children." "If you'll excuse me, sir." Flavius said, "I'm going to be late." "Dismissed soldier." Lucius snapped half mockingly. Flavius had gradually relaxed as they talked but now he straightened up, facing Lucius and bowing his head. He held the position until Lucius realised that Flavius was serious and snapped out, 'As you were'. After Flavius had gone, Senator Belario remarked to his son, "You've lost face with him. He might be taking your son to consort with slaves but he takes protocols very seriously. I suppose you expected him salute as if it was a game." Lucius nodded. "Neither of you are in uniform and he believes that saluting a superior officer is a right that a serviceman earns. He's more proud of earning that right than being saluted as governor. He also knew not to salute you out of uniform." "It's difficult to take him so seriously. He's not much older than Amicus." "Come with me." Senator Belario led the way to a tavern and beckoned the landlord over. "You know my wife but this is my daughter in law and these are my granddaughters." he said, "Would you look after them while we go and see how my grandson is doing?" "Yes of course, My Lord." the inn keeper replied, "I'll put a boy at their service. He can send for any goods they wish to examine." "Is that wise?" Lucius asked, "I don't like the idea of leaving them in a tavern." "It isn't wise. They'll probably buy up half the market." Senator Belario laughed, "They'll be looked after and get local rates. When we get back don't do anything crass and offer a tip. You only need a little courtesy." "How come?" Young Flavius. He works in these markets and knows them. If anyone starts anything dodgy they get a message from the palace via the young slave you just spoke to. If they continue then they get everything from the Imperial Revenue Service down checking them out." "So the stories are true." Lucius said, "My Commanding Officer knew I came from here. We're based on the border with the Scandinavian territories and massive quantities of drugs are passing through our province Northwards. We also think some pretty high up people are involved on both sides of the border. I was due leave but I was asked to see if Flavius was anywhere as good as his reputation. "So that conversation was a sham. You were checking him out." Lucius shook his head, "Like I said I wondered but what with Ben and Sam and the way you talk to the lower classes nowadays he really could have been some petty criminal." "I'm not sure what you want from Flavius," Senator Belario said, "But you'll have to talk to him." At that moment Flavius was just relieved that he was back to his old self. As Senator Belario and Lucius arrived he was tackling an opponent to gain control of the ball. It was pure physical energy free from all responsibility and as far as possible from his discussions with the Emperor. It was also proving to him that he had finally recovered from his wound. Lucius watched his son struggling to keep up but the boy was hopelessly outclassed. Lucius was uncomfortable as he watched another boy, probably a slave give his son some tips. Still Lucius felt a twinge of pride as Amicus received a painful tackle to his shins sending him sprawling, but leaping back up to chase after the ball. It was only a practice so boys of all ages were playing. The game was frequently interrupted while the coach explained some point with the boys listening intently. There were no showers near the muddy patch where they were playing so Lucius was startled when Flavius invited everyone back to use the facilities in the slave quarters. Amicus looked hopefully at his father who glanced at Senator Belario. He nodded and Lucius shrugged in defeat. Flavius noticed the exchange and grinning cheekily offered Lucius another quick bow before leading the boys off. "He has his ways of making his point." Senator Belario grinned. When do we collect Amicus?" "Flavius will look after him. The Sparta boys can be a bit boisterous. If they get too much, Flavius will provide a car. If he copes he'll probably end up staying tonight." "His mother's scared of you." Lucius laughed, "She's terrified that you'll disapprove of the way she's raising the children. She'll take Amicus disappearing like that as an insult to your hospitality." "That's why Ben and Sam are over the top. They're trying to persuade her to relax. She must see that Amicus is a little angel compared to them." "A little over the top? I caught them showing Amicus how to pick pockets." "I believe that Flavius is quite skilled. I believe he also knows how to pick locks. Ask him about it and he says that one day he could go too far and annoy the Emperor. It gives him something to fall back on if he loses everything. The strange thing is, deep down I think he's serious and does feel that insecure." "Let's rejoin the ladies." Lucius said, "I just hope Amicus is OK." If anything it was Flavius who was feeling a bit lost just before the House of Sparta gathered the following night. Lucius had come to talk to him and he was beginning to feel crushed by his new responsibilities. "It's not the same." he confided to Luke, "When we started there was just the six of us. Now we're all doing different things and it's not so much fun when we do get together." "It's still the place we all come to discuss our problems." Luke said, "OK so we just have a weekly meeting and whatever training sessions are set up. David is far more relaxed about who attends but so far no one has taken advantage of us. I sometimes feel as if we've moved up a year and there's a younger intake to replace us." "I think David enjoys his role as Headmaster." Flavius laughed, "He likes his little empire in here." As the meeting settled down, Flavius explained the job he was being given. "Before we start dealing with all that could you explain why you'll be on a Scandinavian ship and not a Roman one. Germanicus asked, "Most Navies worry about giving away secrets and you're a bit young to be an active seamen." "Mainly it's politics." Flavius replied, "The Scandinavians are sensitive about taking second place in a Roman operation. It emphasises that cooperation begins at the top. "Sturlunga is old and doesn't have that many secrets left. They'd be far more cautious about one of their latest stealth cruisers. Back in the days of sail, both of our navies had boys as young as eight on board when they went into action. The RSN accepts entrants at twelve but nowadays they spend four years on a training ship and do normal school lessons as well as naval training. Most of their officers are selected from those boys but I don't think I'll have time to join the crew in much." "Very well." Germanicus persisted, "But supposing you transferred to an Imperial Navy training program. How much would time on one of their ships, in any capacity, help?" "We don't have anything like it." Flavius said, " Our nobles can start officer training at eighteen while ordinary seamen can sign on at sixteen." "Which seems to come back to your reforms. The Scandinavians offer opportunities to all ranks. We don't." As Flavius nodded, Germanicus continued, "Any thoughts on how to run this campaign? As I see it, you're going to have two armies, two navies and two air forces far too used to inter-service rivalries to worry about a bit of drug smuggling." "That's what I think." Flavius agreed, "The Emperor seems to think that if I can cut through it all then I'll be able to leave them to run the campaign." Flavius paused, "I'm transferring my office to Sturlunga. Marcus and you senators can represent me while I'm away. Part of the hanger deck will be converted into a temporary palace so I'll have a secure office and communications. I'd like David and Luke to come with me to run it. Jamie can come as well if he wants and maybe two more to act as servants." "I'll do it." Xavier called out. "So will I." interjected Amicus. "What a coincidence." Flavius laughed, "You both want to get away from your mothers." "Mum's all right when she's not trying to impress Gran." Amicus said, "It's Dad. Back home he reckons it's too dangerous for me to go out on my own." "And is it?" Amicus frowned thoughtfully, "It's not as friendly as it is here. I think the guards concentrate on protecting the nobles more. Rich people have their own bodyguards who'll just shove you out the the way. I don't think poor people like it much." "Steven and I should come with you." Brutus said. "You've got vineyards to sort out." Flavius replied, "Someone will have to act as Head Boy while David is away. I may still need to talk to my Board of Guardians so you'll have to add some conference links. I'll take anyone who doesn't have his own commitments." "I should help Dad with the shops." Luke said. "Your Dad has always said that you should take any chance that comes along." Flavius said, "You can refuse if you like but I've got the idea that I'll need a spokesman and you're good." "Maybe I could get into TV." Luke joked. "Maybe you could." Flavius agreed seriously. "What about me?" Alan asked. "You look after Marcus." Flavius said, "I'd like some of you here to keep things going. Brutus, Steven, Darius, Julius, Hans, and Alan, you need to support Marcus as my representative. You all do other things but you'll rally round when you're needed. I'm just going to sail around a bit and talk nicely to a load pompous officers, General Maximilian excluded." "Maybe we could join you on a rota system." Julius suggested. "Possibly, but this business is nasty." Flavius said, "No one really expects me to succeed. Rome can use the story to say that they're tackling the drugs problem. Scandinavia wants to show that it's on an equal footing with Rome. No one wants me to upset the Outer Ring Alliance too much and too many people are on the take. "The Emperor wants me to succeed even if he doesn't expect it. A hell of a lot more would like to see me ruined. I hate to sound like an aristocrat but Luke is too low class to be hurt. At worst he'd go back to working in his father's shops. I could end up applying to him for a job." "Father does think highly of you." Julius said, "He says that combined operations are almost impossible because of inter-service rivalry. There's a good few War ministry people who've told him that such operations cannot work. The ministry's in a state of shock now that you've managed between our army and a foreign Navy. Father's asked for a report on why such operations don't figure in our war plans." "OK. As soon as possible I want a conference of all service heads aboard Sturlunga. It can still be in dock. Lucius I'll speak to your governor and his Scandinavian opposite number later. I need to know which governors are pro drug trade and which are anti. Let's see what happens after this first meeting, though." The meeting happened a couple of weeks later. The hostility in the conference room set up on the hangar deck of Sturlunga was obvious to everyone. The hostility was tinged with a little curiosity as Jamie, dressed in a plain brown tunic stood at a chair then drew a name place card out of a bag and set it on the table. He moved to the next chair and repeated the procedure around the table. Some hostility was replaced by irritation. None of the senior officers present could claim seniority by their position at the table. It was Luke, in House of Sparta regalia that moved to the head of the table, calling out, "Gentlemen would you find your places and be seated please?" Flavius entered in Sparta regalia, standing beside Jamie. "His Excellency will be aware of proceedings." Luke continued, "However, he does not feel qualified to chair this meeting. It is not my role either. My instructions are to sit quietly while you gentlemen decide on a chairman. If you decide that you want to squabble like children then I'm authorised to put you in detention." "This outrageous." General Slovenen yelled, "Don't you realise who we are?" "His Excellency has already served you with a drink." Luke grinned, "I think he's guessed." "Be careful boy. I'll not put up with this charade much longer." "I was not meaning to be insolent, sir." Luke replied, "I simply meant that he was willing to surrender his position to allow you gentlemen to get on with your work without his interference. He simply asks that you show a similar courtesy to your colleagues." The hostility was easing and what was left was being increasingly directed at Luke. "Gentlemen," General Maximilian said, "My orders are from the Emperor. They are quite explicit. I am to find ways to cooperate and ignore historical rivalries. His Excellency has given us a start with our positions at this table. He is willing to serve while learning from our knowledge and experience. He is not trying to prove that he is a better commander than any of us. If anybody thinks that he has nothing to learn then I'm willing to elect him chairman. He'll be easier to ignore." "I think that you're best qualified for that job but I don't think we should ignore you." Admiral Neuvello said, "You've had experience of dealing with Flavius Aulus. You were also senior officer on that combined ops." "For most of the time Captain Svensen was. It was his ship we relied on. Maybe he should chair this meeting." "No. We have to start somewhere." a Scandinavian general snapped, "I'll accept General Maximilian as chairman for now. We've all read the proposal. I have to say that for a Roman plan it treats us very well. The only problem I have is " By the time the meeting was over, the general's problem was resolved and a great deal of detail had been settled. Flavius was delighted as the mood changed and he noticed everyone willing to cooperate. Admiral Neuvello summed it up, "I find it difficult to believe that we're engaged in an operation of this magnitude. If we continue as we have started then we'll come out of this with considerable glory." If Flavius was happier about his role in the combined operations, he was less pleased to see Lady Toleno and Antonius approaching him as he strolled through the market. They were followed by a naked slave, shaved completely smooth carrying their purchases. The slave was Gaius and he still blushed with embarrassment if anyone recognised him. Flavius was dressed in a Sparta half tunic so he bowed politely to Antonius. "Please convey our greetings to His Excellency." Antonius said formally then grinned, "We're going to stop for refreshments, would you care to join us? Lord Dessolini has been telling us about the new etiquettes." "Thank you but I'm intruding." "No," Lady Toleno said, "You helped my family more than you realise. My husband was ruining us with his gambling. We're setting up a Board of Guardians similar to the one you have, with Lord Dessolini's help." "That's right." Antonius interrupted, "Gaius doesn't know that much. One of the house slaves and Father's secretary know much more. I'm sending him back to school. He didn't think it mattered last time but he needs it now if he's to help me. He'll have to do the last three years over but could he start in your class? You could keep an eye on him." "You'd have to ask Steven." Flavius replied, "He handles slave matters in school. It's now steaming towards us but it's a three hour flight. You could rest here and we'll fly out tomorrow." "No, I'll go now." Flavius said, "Tomorrow I'll need a plan for me to see what's happening at that transit camp. I want codes passed onto the governor so that he could rescue me when I've got the information I need. It's phony because I'm not going. If I did he'd ensure that I was killed in some foul up. When he realises that I didn't fall for it there could be reprisals for anyone who was involved. If you just provide transport then you're well within your orders." The flight was noisy and uncomfortable and Flavius was exhausted. Even Jamie greeted him more quietly than usual. He was shown to his bed and asleep before his head hit the pillow. He slept, scarcely moving for six hours but his body clock kicked in and he woke still tired trying to get his bearings. He was aware of bodies in other beds and Jamie in his own. Jamie stirred as Flavius pulled him close then they were both fast asleep again. They stirred again about noon. There is nothing noisier than a group of boys trying to be quiet. As Flavius opened his eyes he could see David shepherding the others out of the room. David glanced at Flavius. "Good." he smiled, "Physical Training on the deck in five minutes. Don't be late." Flavius grimaced but shook Jamie. There was always something reassuring about David. He was completely loyal but took his job as head of the House of Sparta very seriously. He was was also a little older than Flavius and bigger. David would not think twice about holding Flavius in a headlock to drag him up on deck. A medic had suggested that the boys would benefit by plenty of exercise and a regular routine for a few days. In David's mind, if it was good for Flavius then it would be done whether Flavius wanted it or not. Flavius and Jamie managed to arrive on deck in time. He glanced at the other boys standing under an awning. David was there standing in the line beside Luke. Then there was Amicus and Xavier who had volunteered to be servants for the voyage. Finally there was Johnny and a complete stranger. Close up he was nothing like Flavius but Flavius could see that from a distance they could easily be mistaken for each other. There was little chance to exchange greetings because PO Smits appeared barking orders almost before he was in sight. He took them through a leisurely routine, though, enough to get the blood circulating but not even the youngest boys, Jamie and Johnny had trouble keeping up. "You're looking better than you did last night," General Maximilian said, "You can take it easy for a few days. We've got enough work to be getting on with." "Would you brief me though?" Flavius asked, "Now I'm here, I'd like to be kept up to date." "The seaborne interceptions are a phenomenal success." General Maximilian said, "As you know we've almost completely halted large scale shipments. The Admirals and Generals involved are so pleased with themselves that they're quite happy to continue cooperating. "Troops are building up in Jamaica ready to invade Columbia. That's purely a Roman operation but they'd lose a lot face to the Scandinavians if they allowed inter service squabbles to slow it. Some of them want a landing on a broad front after bombing the defences. The problem is we'll be attacking legions on rotation which means loyal to the Empire but following the chain of command. They'll be following the governor's orders and he's claiming that rogue elements have deserted to Scandinavia and it's him who's defending the Empire. I don't suppose anyone completely believes it but all communications seem to go through Columbian High Command." "I'm supposed to avoid bloodshed." Flavius said, "Can we land in undefended areas then drop leaflets, make broadcasts and offer parleys to explain the true situation?" "I've already suggested a similar plan." General Maximilian said, "The joint Chiefs of Staff aren't happy with it. All they see is the enemy" He grinned, "I've known you too long. I don't need a body count to decide how great the victory is." Flavius grinned with him as the general continued, "I've spoken to the Emperor and he accepted our assessment of the local governors. He's ordered top priority on intelligence gathering. That's the ISS and satellite surveillance. We'll have access to all phone and Internet records. That's numbers and addresses, we'll have more access if we show a connection to the investigation. "I've also spoken to Colonel Roberts. I knew you were tired last night when you didn't follow up his suspicions. He's making a report and sending it to us. Copies of all the reports are on your computer." General Maximilian paused to martial his thoughts, "Two personal items. You have a price on your head so no more jaunts of your own. Those are the Emperor's orders. The other is, I'd like to bring Steven out. He's willing to act as my body slave and frankly I miss him." "He probably misses you." Flavius smiled, "What about his training as a vintner." "I gather he's too impatient." the General laughed, "It's good to invest in land but he should leave the work to experts." "I've no objections." Flavius said, "Steven's been my friend since I became Governor. It would be good to have him here." "Thank you." General Maximilian said, "I suggest you relax and have fun. "You won't believe me either and I'll be in more trouble." "You'll be in trouble if you don't tell me." Flavius said with a harsher edge to his voice, "You'll also be in trouble if you lie. You won't be in trouble if you tell me the truth even if you can't prove it." The boy still looked scared, slumping in defeat. "The shopkeeper found out I had money saved. He reckoned he was entitled to it for rent. When I wouldn't give it to him, he called the guards. He said I'd robbed a strongbox in the shop and had attacked him when he caught me. He came to see me in prison. He said would still drop the charges if I handed over the money." "You don't want me to find the money either but can you tell me roughly where it is?" "I may as well tell you." the boy said, "I won't be able to use it now, will I?" "Who knows?" Flavius answered trying to sound as serious as possible. The boy looked at him thoughtfully and nodded. The bank assumed I was still at school and didn't mind me giving them money. I used a counter slip." "Why didn't you tell the guards all this?" "He warned me not to talk because they'd want their cut. If he didn't get all the money then he wouldn't drop the charges. By the time I'd figured that was wrong I'd got sent to you." "OK." Gerry looked at Flavius, unable to believe that anyone was willing to help him. He dare not move but suddenly he burst into tears. Flavius sat unsure what to do before hurrying round to hold him. Although it was more fragmented the House of Sparta was still fulfilling its function to allow Flavius to grow up among his peers. One evening the Emperor rang, "You were right. The security people now reckon that Governor Derulux was in on the plot to put Ignatius on the throne. He's got away with it because he didn't actually do anything. It was all to do with the trafficking and funding the traitors. Once the treaty was signed he sided with the lunatic governor in Columbia. "I'm ordering General Maximilian to arrest him." "Yes sir." Flavius replied. "You're still the commander in the field. Who do you recommend to replace him?" "Senator Belario." Flavius replied, "It's given to the family isn't it? I feel bad not doing anything for Brutus but his father couldn't cope." "He's too young anyway. One boy governor is enough. Besides tradition only demands a recommendation. The decision is mine. Governorships are given to families, that's why Derulux's wife, children, their spouses and grandchildren will also be arrested." "Oh, that doesn't seem fair I mean " "You mean that it doesn't fit in with my reforms." the emperor interrupted, "You're right. The son is probably up to his neck in it. The evidence is piling up against his elder daughter's husband." The Emperor paused, "This illegal slave trafficking is a side issue. Pictures of youngsters being reunited with their parents will help my reforms but it'll build up so much hatred against the family that I'd get away with arresting distant cousins who they haven't spoken to in twenty years. "You can treat them as spoils of war. Once Governor Derulux's convicted then you can enslave the family. It'll be better than leaving them to fend for themselves, penniless and homeless. I'm sure you'll defy my wishes to see them punished and find them good homes." Flavius smiled, "You mean your official wish or your real one, sir?" The Emperor laughed, "You're learning. I don't want to make war on the innocent so see what you can do. Just remember that in this case, I do want a public show of ruthlessness." As Flavius was going over the phone call, Captain Svensen asked to see him, looking bemused. "I've been promoted to Admiral, sir." he said, "I'm to arrest our district commissioner and take over for the time being. Do you know anything about it?" "Congratulations, Admiral." Flavius grinned, "I did speak to Prince Bjorn about you but I had no idea what they were planning. Let's go and see General Maximilian." "I've received the written orders." the general said, "Congratulations Admiral. I suggest we drop all pretence of investigating the trafficking and simply take the camp over in force. My men are ready and we can easily modify the plans." "Would you object if I led the attack?" Admiral Svensen asked, "The complex doesn't straddle the border as you said but it's in a disputed area. I've got a small force of marines but the bulk of the operation will be Roman. It'll look better if I'm in charge rather than be given it by the Roman Empire." "I see no problem with that. We can still use what intelligence the place has to offer then figure which troops are loyal to the Empire, or in your case Scandinavia. We're going to have the same problem in Columbia so it'll be a useful exercise. I can lend you units to supplement your force but our main force will move into our province to arrest the governor and his family." "I'll come with you, Admiral." Flavius said. "You won't." General Maximilian snapped, "You heard him. He has to arrive in charge of his new territory." "Somehow I think young Flavius wanted to accompany me in slave mode and just be part of it." Admiral Svensen smiled as Flavius nodded, "I can sympathise with that but it's too risky especially with a price on your head." "I wish people wouldn't keep telling me that." General Maximilian laughed, "I know you don't like being reminded that you're still a kid but I reckon it's an achievement for someone your age to worry an organisation like that. You should go home. Leave us to do our jobs and trust us to keep the cooperation going." "You could be right." Flavius replied, "I'm still the people person though. I'll go when we know where Senator Trevellian stands in all this." "It makes sense." General Maximilian acknowledged, "But you're to stay here on Sturlunga. The following day Flavius was happily working with his friends in a boat drill when he was recalled to Sturlunga. "Derulux has been recalled to Rome." General Maximilian said, "He's refusing to go claiming that the Scandinavians will take advantage of any disorder in our ranks. He's also claiming that you'll help them and that you intend to land at a border post and then invite the Scandinavians to occupy the disputed zone." General Maximilian looked at Flavius, "It looks as though the aim was to discredit you rather than kill you, sir." That evening, Gerry found himself beside Flavius on the deck while the House of Sparta discussed events. He turned bright red when his own case was discussed, wondering why all these high ranking officers and officials could be so interested in him. David saw his embarrassment. "I know how you feel." he said, "I've gone from gang member to slave to chatting with the Emperor over tea. The guy that accused you, abused his position and tried to pervert justice. He's as corrupt as Governor Derulux. They've both got to be stopped." "Yes but you're here to protect the Empire." Gerry exclaimed, "I'm not that important." "We adults go after the big things." General Maximilian said, "Flavius goes after small things. At least they seem small and unimportant. In your case, the man was a trader. He tried betraying you. Was it a one off event or is it in his nature to blackmail and cheat? Who is he involved with? You're a crack in the veneer that Flavius is prising open. Is the inside sound or is it rotten and harming his reforms." Gerry nodded, "I think I see but it still feels odd how everyone is accepting me." "Betray us then jump overboard and drown before Flavius gets to you." David said quietly but firmly. "Support us and he's the best friend you could have. PO Smits was also intrigued at how the House of Sparta conducted its affairs but was less comfortable sitting with General Maximilian and Admiral Svensen as equals. He would have preferred not to have been included in the conversation. "PO Smits knows what he's doing." Flavius said, "Because of his training, we could get that hose out and tackle a fire in here before it got a hold. It's OK when there's a reason." Gerry nodded allowing Flavius to change the subject. "Governor Derulux has given us a chance to land unopposed. Once the forces split we'll declare the disputed zone as demilitarised. Admiral, your first task as commissioner will be to agree with the new governor to maintain the present border then jointly hear any petitions to adjust it." "It makes sense." General Maximilian said, "According to our intelligence, Derulux is still expecting you to turn up on some crusade to save the kids." The General smiled, "He thinks that you're just a kid playing war games with real soldiers. The ISS does have agents near him and fed him the idea that you're excited at the prospects of having a whole new bunch of kids to play with. He probably doesn't completely believe it but he's more relaxed than he should be." Flavius shrugged, "I don't like it but I understand. If the enemy underestimates us then we have an advantage. The sooner you go the better. I'd like to speak to speak to the men as I did before the raid on the West Quarter." Early next morning the hangar deck was crowded with officers and privates representing their units. "Admiral Svensen has proved to be a good friend of the Roman Empire. Those of you assigned to support him will have a chance to repay that friendship." Flavius began, "You will serve the Roman Empire best by behaving like good Scandinavians, acknowledging their flag above our eagle and accepting the authority of their officers. Many of you have seen me give up my rank so as not to disturb the chain of command and leave things to you experts. Scandinavians are experts in their own affairs so I'm not asking you to do something I would not do. Thank you." "Nice speech." General Maximilian said, "It had quite an effect on the Scandinavians as well. With your permission we'll be off. The General saluted as Flavius nodded. There was little for Flavius to do as the operation began. He stood near the radios sometimes pacing restlessly as reports came in. The force landed without problem. The transit camp was secured and the camp officials were detained. There was a small town, scarcely more than a village nearby and residents arrived to watch events. At first they were alarmed to see the Scandinavian flag flying. On Admiral Svensen's order it was lowered and the Roman Eagle was hoisted as Admiral Svensen headed across the border with his combined force. It was a political gesture more than anything. It showed Scandinavian respect for the border as it was. Once across the border Admiral Svensen's force raised the Scandinavian flag again, this time flying over the Roman units assigned to him. Again it was a clear statement of territorial rights. Both Governor Derulux and Count Haarken were taken by surprise not only by the forces that had landed but by the cooperation and teamwork shown by both countries. Governor Derulux decided matters by shooting himself before General Maximilian's force arrived to arrest him. The rest was an anti-climax. The rest of his family was arrested and, on the Emperor's orders, General Maximilian took up residence in the Provincial Palace. Governor Derulux had been building factories manufacturing drugs in a remote mountain area of his province. Slaves acquired illegally and cheaply had been used in experiments as well as forced to work in appalling conditions. Romans who accepted slavery without question were disgusted by pictures of the wretches, some as young as six who had survived. The province found the rest of the Empire turning against it even though less than one per cent of the population was involved. Scandinavian opinion was just as revolted and turned against its territory. As trade fell off almost overnight, arrests continued and Senator now Governor Belario arrived to take over. The funds for the bounty on Flavius disappeared and he was able to visit. As protocol demanded he was greeted by an official reception where he could meet the high and mighty of the province. Senator Belario watched in surprise as one lady looked at Flavius and nearly fainted, recovering just in time to greet him. "I see you remember your encounter with Slave Flavius." Flavius said smiling, "He has many happy memories of the meeting." "It's what we were saying before that, Your Excellency." she said, "I'm beginning to see that they're not true. It's spoiling the happy memories I've got." "Don't let it." Flavius replied, "As I said, the slave remembers your tenderness and passion." She smiled, curtsied then moved on while Governor Belario watched quizzically. "Where's Ben and Sam?" Flavius asked innocently. "They're watching somewhere." Senator Belario replied, "If their father is sober then they're probably on the phone giving him a running commentary." "You don't mind?" "No. It's touching really. The hard part is when he asks them for money. They know what it's for so they refuse but they're always upset when they tell me about it." The reception moved on and proved a great success for everyone except for Senator Derulux's family awaiting their fate in the cells below. Flavius also visited Admiral Svensen in his new residence. His arrival was much less formal. As he got out of the car he was mobbed by hordes of youngsters allowed off school to greet him. He was unused to signing autographs and being kissed by so many girls. He noticed boys staring at him but seemed a little more reserved. There were adults present and they seemed just as happy to see him. Police that had been trying to hold back the crowd tried to surround him but it was no use. Flavius glanced at the top of the steps as Commissioner Svensen stepped through the grand entrance. Flavius' heart sank. As a Roman he was guilty of an appalling breach of manners by pandering to the mob rather than greet his host. It did not help when an aide struggled through the crowd to speak with him. "Commissioner Svensen's compliments, Your Excellency." the aide shouted above the roar, "He apologises for the inadequate policing. Do not concern yourself with the delay." Flavius nodded relieved. He looked past the police at the crowd. "Would you let me through, please?" he called out. A boy nodded and pushed back slightly giving the police a chance. Slowly, the boy edged backwards. It was only slight but it was enough. Finally he reached the grand stairway. He turned to thank the boy who already seemed to be blending back into the crowd but Flavius beckoned him forward. As the boy struggled back to the stairs Flavius glanced at a striking blonde. She was about his age and there was a look about her that made her stand out. By contrast the boy seemed plain, his clothes just on the borders of fashionable and a little shabby, his face ordinary. Flavius glanced at Commissioner Svensen seeing a little smile and something else. The scene had actually been staged but it was good news for the territory after the scandals. Flavius mentally shrugged. It wasn't a bad way of being used and it did not do his ego any harm. However, he was going to finish what someone else had started. Bowing formally, he offered his arm to the girl. She stared wide eyed before recovering and stepping nervously forward. As she took his arm he turned to the boy. He bowed again and offered his other arm though he was grinning broadly and his actions far more theatrical. The boy was the sort who usually stood in the back, hardly noticed. At first he stood, waiting to become the butt of some joke but as Flavius nodded encouragingly he accepted Flavius' offer. The three of them climbed the steps arm in arm. The crowd yelled excitedly only quieting a little as they reached the top of the staircase. Flavius noticed Jamie and beckoned him over. "Look after my guests will you, please?" he asked. As Jamie led them away so Flavius turned to properly greet Commissioner Svensen who grinned cheerfully. "I'm glad you got into the swing of things." he said, "I agreed to the local schools closing but the definition of local became a little vague. Apparently some have been bussed in." "It's certainly different." Flavius laughed, "I've never known anything like it." "Let's get the formal part over with then you can relax." By the time Flavius could freely mingle he was disappointed to see that the girl was surrounded by admirers and she was shamelessly flirting with all of them. He remained disappointed until she turned to him and smiled. It had no warmth and he felt as if he was being sized up. She recognised something in Flavius' reaction for she turned to the son of a Scandinavian count whose eyes rarely left her cleavage. On the other hand, Jamie was talking animatedly to the young man. "This is Olaf." Jamie said, "He loves cars and I was telling him about the collection we found in the Imperial palace." "You're turning into a bit of a petrol-head yourself." Flavius laughed, "You'll be disappearing to work with your dad soon." Jamie frowned. "No I won't." he snapped, "I'm bonded to you. I'm just interested in cars." Flavius held out his arms to hug him before turning to Olaf. "So what about you?" Flavius asked, "Are you enjoying myself?" "Yes. Thank You, Your Excellency." Olaf replied, "It's a great honour. May I ask, do you model yourself on any other great commander?" "I've never thought about it." Flavius answered, "I don't see myself as a great commander." "Except in bed." Jamie giggled. "Watch it or I'll see myself as a great torturer." Flavius half snarled. "Promises, promises," Jamie giggled again. Olaf stared in amazement. "Why do you allow such insolence, Your Excellency?" he asked. "Jamie's my friend." Flavius said, "I love him dearly and so I have to put up with his appalling manners. So again what about you?" "There's not much to tell, Your Excellency." Olaf answered, "We have a small farm and I help dad. We're way out of town and near the border so we don't get to meet people much. People have been avoiding the border areas lately." He paused then added, unable to keep his feelings bottled up any longer, "I don't have many friends because I feel lost around people, Your Excellency." "You managed today when I asked for help." Flavius said. "I'm strong enough. Everyone was looking at you, not me, Your Excellency." "OK. Are you anywhere near Governor Trevellian's province?" ""We're not far. There's some woodland next to us and you can cross the border without realising it." "I'm visiting some schools while I'm here." Flavius said, "I wonder if I can get yours onto the list." "I don't know. Why would you want to?" Olaf suddenly stammered, "I mean I'm sorry That was rude." "No it wasn't." Flavius interrupted, "Do you know how many schools I visit? Let's see if we can have some fun at yours." "I'm sure we can arrange it." Commissioner Svensen said later when Flavius spoke to him, "What are you planning?" "It may be a lucky break and we have a way into Governor Trevellian's province." Flavius replied, "If Olaf is willing then I'm going to spend a few days with my new found friend." Commissioner Svensen nodded, "I've no objections to you and your friends visiting when you like as House of Sparta. Anything else and it'll be a prolonged official visit." Flavius lost his usual good humour for a moment. "I have Governor Derulux's family and another small matter to deal with. Then I'd like to return. Governor Belario was just getting used to his new title and greeted Flavius warmly. "If it's going to be public do you really want the women naked?" he asked, "It's usual to allow them a little modesty in court." "The Derulux family have already been enslaved by order of the Emperor." Flavius explained grimly, "It's a bit vulgar but it's more of a press statement explaining what's going to happen to them all. I've included Gerry to get it all out of the way in one go." "It's not vulgar." Governor Belario replied, "If I may suggest. Stick to simple facts without any rhetoric." Flavius nodded and took his leave. A little later he was seated behind a table in a large hall. Standing on the floor in chains was the Derulux family. Gerry was standing with them, also in chains looking puzzled rather than scared. After a respectful gap the remainder of the hall was filled with curious spectators and reporters. "I intend to deal with Gerry Fletcher and Marius Derulux first." Flavius announced as he opened the proceedings, "Their cases have become connected." Flavius looked at Gerry. "You have a pleasant enough disposition until you want something." Flavius began, "My friends and I have all noticed your behaviour change at times. You obviously thought that your normal outlook put everybody off guard and so that they would take you at face value. I also warned you not to lie to me." Gerry was beginning to look scared but Flavius carried remorselessly on, "First, neighbours say that your step-father is a kind gentle man. He is still looking after your older natural brother, encouraging him to get a good education. Apparently it was your flashes of violent temper that made it impossible to stay. "Next, the guards have been investigating accusations of extortion. No one claims that you did not provide a great service but afterwards you demanded double the agreed price or you would start yelling that you hadn't been paid at all. Cheating on a rent boy would be a cheap sordid business so most paid up." Flavius took a sip of water, "We found your papers where you said they'd be. Unfortunately for you the guards knew I was interested in your case and checked everything far more carefully than usual. That's how they discovered that your larger deposits coincided with break-ins and other thefts as well as three other cases of assault. "The guards interviewed the shopkeeper rather more roughly than he deserved but he finally told the truth. His wife had died and he had no other family. He was lonely and was prepared to take you in, maybe even adopt you. He was acting suspiciously because he was so infatuated with you that he was trying to play down the crime. The guards were only called because a neighbour found him unconscious. I'll let you see a lawyer if you wish and if you disagree with our findings then your case can go to court. It won't affect the sentence I have in mind for you. Is this information false?" "No Your Excellency." Gerry sobbed, "I'm sorry. Help me please." "I'm sorry Gerry."Flavius said firmly, "I can't. If you'd been honest I might have been able to do something but now, I just don't trust you. I'm ordering that holes be made in your wrists and ankles and that they be kept open with sleepers. Your hands will make fists and you will unable to open them. It won't matter because you will screwed to a trolley or barrow and spend the remainder of your life carrying baggage for visitors arriving at the station. "Don't worry because, apart from minimum food and drink the money you earn will go in compensation to your victims. When they have all been paid, you will be crucified. The nails will go through the holes so you will not suffer blood loss. You will be given enough sugar water and salt to prevent dehydration so that we can keep you in torment for as long as possible. "Because of the lies, I'm ordering that your vocal chords be removed and your ear drums cut so that you can never lie again." Gerry collapsed to the floor sobbing in terror. He tried pleading but as he opened his mouth a guard rammed a rag in effectively gagging him. He was dragged back to his feet as Flavius turned his attention to Marius. The boy was about seventeen, good looking and powerfully built but at that moment was terrified of Flavius. "You've been enslaved because of your families activities." Flavius said, "It's the law and on the Emperor's orders but I don't agree with it." Openly disagreeing with an Emperor's order was tantamount to treason. A shocked gasp of amazement rippled around the hall. There was also a morbid curiosity for what Flavius had planned for Marius. "I have affidavits from two families saying you helped their children to escape. Your personal body slave was free of scars or any sign of excessive injuries. Other palace staff report that you were constantly in trouble for being too soft on slaves. You were involved in some of your families activities but everything I've heard suggests that you had little choice. "I cannot defy the Emperor and leave you free. However, I can offer you to Mr. Stokes, the shopkeeper I mentioned in Gerry's case. I understand that he is a kindly man who wants companionship more than anything. Earn his trust and I'll have no objections if he frees you, later. Betray him and you follow Gerry." Flavius paused again, this time for effect, "You no longer have titles or influence. Get used to it. You do have a chance with a man who will treat you well. Make the most of it." Flavius paused again, "Now for the rest of the Derulux's. The world is disgusted by your behaviour. Making children as young as six fight as gladiators for your entertainment is sick. Making them fight wild animals, encouraging animals to fuck them for your entertainment is beyond words. "Using slaves of any age to test your drugs and their addictiveness is beyond any decent usage of a slave. Your under age children will be given to owners who can ascertain whether they have your warped minds. Those that don't will be allowed a chance to earn their freedom. "As adults you have all taken part in these activities so now you can be on the receiving end. I have purchased a pen beside the forum and that is where you will be kept. For a fee you will perform any act asked for. The only restriction is that you may not be injured so badly that you cannot continue. "Further, between performances your arms will be held to either side of your shoulders by iron bars attached to a collar and you you will be available to be handled by anyone who wants to." Flavius smiled grimly, "You will all be given doses of the same drugs you used in your experiments. You will cooperate or experience the withdrawal symptoms they cause. Take them all away." As the guards obeyed a reporter stood up. "Excuse me Your Excellency but can you tell me what sort of acts you have in mind?" "I heard a couple of young boys in the market." Flavius said, "They were wondering what was the largest fruit that could be shoved into a woman. I've never seen a woman whipped on her front. It would be interesting to see the results of a few lashes across her breasts." "Do have anything in mind for the males, Your Excellency?" another reporter asked. Flavius shrugged, "Making them fight? Loser gets fucked by something unpleasant. They were proud Roman nobles. Making them perform in public will show them that they're the lowest of all slaves. Maybe they should all suck the youngest one off. Let them publicly taint the mouths that could have been speaking in the senate." "Excuse me for being indelicate, Your Excellency," a third reporter asked, "But aren't some of your own activities a little er inappropriate?" Flavius frowned then smiled, "Mine aren't but then I have slave Flavius." The reporter grinned before adding, "I was also thinking of your young companion and his friend." "There's a big difference. Don't suggest to them that I'm treating them badly. You'll be lucky to escape alive." "Thank you, Your Excellency." the reporter said, "I've met them. They are very much their own people. Given your remarks about using child slaves, it was a point that needed clarifying." Flavius nodded. The reporter seemed to be honest and straightforward so Flavius was not concerned with the question. As news of the punishments that Flavius had given out spread so the whole of the Empire and Scandinavia shuddered. Even the Emperor felt a little uneasy when he phoned Flavius. "A lot of the guards trusted Gerry, sir." Flavius explained, "They feel betrayed and so do the market traders. He's not all bad though. I like him and it'll depend just how deep feelings are against him. They do have a precedent to challenge decisions from above and I'll not oppose any appeals put in." "That's why you publicly disagreed with my orders." the Emperor exclaimed, "I wondered." "It wasn't the only reason, sir." Flavius said, "We're both accused of being soft but I don't think that there's a punishment severe enough to suit what the Derulux family was doing. Marius was the exception. I may have defied you in that but it was the exception that was in line with your reforms, sir." "I agree with your assessment." the Emperor said, "You really are learning about politics, aren't you?" "I hope not." Flavius laughed, "I'm releasing the dossier we have on them. I don't think that there'll be much sympathy for them." "Justifying yourself to the mob." the Emperor exclaimed, "You've been mixing with the Scandinavians too much. Still in this case, I agree with you. What are your plans now?" "The preparations for Columbia are nearly ready." Flavius replied, "It'll be be better if I stay out of their hair until it begins so I'm I'm going to spend some time with Olaf's family. On the surface it'll be like a student exchange to let me experience Scandinavian schools. I'll also be close as I can get to Governor Trevellian's province. It's illegal but kids cross the border and visit each other. Our drink laws are more lax and ours think they have more freedom over there." "And do they?" "It depends on the governor and how scared he is of conspiracies." "So you think Trevellian is? "Possibly but even a good governor can feel insecure." "Very well. You have my approval. Just don't get arrested as an illegal alien by either country."
Chapter 12"It still feels wrong just calling you Flavius." Olaf said, "My parents seem OK with it but I still see you on the stairs greeting Commissioner Svensen." "You know why I'm here." Flavius replied, "Think of it as an undercover operation." "Yes but you've said that I should be just as informal with His Royal Highness if I meet him, I should just say Bjorn." "Let's just say it's my thanks for helping me." Flavius grinned, "If I can get you to relax with us then you can relax with anyone." Olaf grinned and did not say anything more as they entered the school. The other students watched them uncertainly. Although he kept the Sparta chain around his neck he was wearing shorts and t-shirt rather than his usual tunic. A few other boys wore shorts but most preferred long trousers or jeans. Since Olaf was older, he was in a different class but he showed Flavius to his before going to his own. Flavius found a seat, preparing to stand respectfully when the teacher entered. Surprised that no other student bothered he managed to remain seated and not look foolish. "We have a temporary student for a couple of weeks." the teacher said, "Would he stand and introduce himself." Despite speaking in the senate and at various functions Flavius found himself shy and nervous at speaking in front of his peers and being appraised by them. Everyone knew that Olaf had met Flavius but no one could quite believe that a world famous superstar would stay friends with a nobody like Olaf or that he could be attending school just like them. "My name is Flavius Aulus." he began, "In a Roman school I would just be ignored so I'm not sure what I should say." He remained standing looking at the teacher who realised that he was being expected to advise. "There's a lot of rumours that you're the boy governor. What do you say to that?" "People who don't like him call him the brat governor, sir." Flavius replied, "Officially he's leading a war against drugs. That's when he wears badges or regalia that shows his rank. As I'm not wearing anything like that I'm just a visiting student hoping that Scandinavian maths is easier than Roman maths." The teacher smiled as the students chuckled. "Very well, thank you, Flavius. This is literature and composition. It may be a good time to discuss preparing a talk or a speech. Let's say it's about your typical day. How would you begin, Flavius?" "I'd speak to my advisers and find out what people want to hear." Flavius answered brightly to another round of laughter. "Actually that is a good point." the teacher said, "An audience of nutritionists might be interested in your meals while teachers would be interested in your studies. In this case we're simply talking about your fellow students. What advisers would you speak to, Flavius?" Flavius was impressed. He had been struck by the informality and apparent lack of discipline. As a result he had underestimated the teacher and had been put on the spot. It was he who was expected to give a reply now. "Back home I would have had a warning for not taking the lesson seriously, sir." he replied, "I think I need advice on how to make a livelier, more relaxed type of speech. I can give a speech in the senate but I meet a lot of people in much less formal situations. I find it difficult to adapt." "Welcome to the class, Flavius," the teacher said, "I think it's going to be an interesting visit." While Flavius was genuinely interested in the school's teaching methods, he found the task of building Olaf's just as absorbing. He got his first chance during the lunch break. It was a warm day. Olaf had joined Flavius and some of his classmates. What was obviously the school bully and a couple of his cronies swaggered over. "We're still hungry." the bully snapped, "You lot will want to share won't you. Oh we'll need a collection to pay for some drinks." "I don't think so." Flavius murmured gently. If Jamie had been there, he would have been groaning, 'Here we go again'. However because of the way the Scandinavian school system worked he was at another school. "You haven't got the fucking Roman Army protecting you now." the bully yelled, "You do things our way." "That depends." Flavius said calmly, "Are you going to make me yourself or do you need your goons to fight your battle." The bully was about two years older than Flavius, correspondingly bigger and strong from working on a farm. Flavius also suspected that he knew how to handle himself in a fight. Given all the advantages he had, he would have lost considerable face if he had not told his friends to back off. Flavius stood up watching the other youth warily. It was as well that he did because the bully charged forward swinging his fist at Flavius' head. The boy was fast but Flavius was faster. He ducked. He was not properly balanced and in no real position to do anything but the boy had been bracing himself for the impact so when his fist continued through empty air, he found himself off balance as well. It had been an ungainly, clumsy fight so far. As he dropped Flavius saw his chance. He had landed properly and pushed upwards driving his fist upwards into the bully's balls who was still unbalanced. As his face screwed up with pain and his legs buckled, he went sprawling on the ground. Flavius stepped back knowing the fight wasn't over. As the bully pulled himself back up, Flavius saw a flash of steel in his hand. The bully held the knife expertly aiming low ready for an upward stroke under Flavius ribs. He tossed the knife from hand to hand. Many would be unnerved by such a display of confidence but Flavius took in his whole body and there was fear in his eyes. His groin still hurt as a reminder that Flavius had beaten him once and Flavius still looked confident. He also remembered that he was letting a fight spiral out of control and that wounding or killing Flavius would have consequences he barely understood yet he would lose face if he backed out now. The boy almost breathed a sigh of relief when an adult yelled, "Let me through." He lowered his arms and looked towards the voice. Flavius acted. Some watchers remember him grabbing the other boy's wrist. Some remember his leg hooking round the bully's leg but most simply took in the fact that the bully was on the ground, face screwed up with pain with Flavius standing over him, one foot in the other's armpit. Flavius was gripping the other boys wrist with one hand while taking the knife with the other. As the teacher took in the scene Flavius was saying, "Do you see what I mean now? You can't drop your guard for an instant. If this was a real fight I'd be twisting your arm out of its socket before slitting your throat." He changed his stance then offered his hand to help the boy up. He was being offered an escape route out of a lot of trouble and took it as Flavius added, "That's why Olaf would be a much more dangerous opponent. He's far harder to read and less easily distracted. I'd hate to play him at poker." "Is everything all right here?" the teacher asked, "Aulus?" "Everything's fine sir." Flavius replied, "We were just discussing unarmed combat. I'm sorry if we went too far." "Dassen, are you hurt?" "I fell awkwardly, sir." the boy answered, "I'll be OK." "I should put you both on report for using knives on school premises. Since it's Flavius' first day, I'll let it pass. Now let's break this up or you can all return to your class early." Flavius was pleased with himself. He noticed a lot of students eyeing Olaf curiously as if seeing him for the first time and Dassen was looking at him, still angry but also with a slightly lost, confused air. "Still hungry?" Flavius asked, "Olaf's mother did far too many sandwiches for me." "Fuck you." Dassen yelled furiously, "Just stay out of my way." "I don't let angry people fuck me." Flavius replied calmly, "They don't know when to stop." Dassen stared at him. It was slowly beginning to register that Flavius was not sneering at him or putting him down in front of his friends. He was bright enough to realise that he was doing it to himself. Suddenly he shuddered. For a moment it looked as if he was about to burst into tears but he recovered. Anxious to save what face he could he asked, "What about my mates?" "I tell you what. Let's pool everything and see what we have." "I haven't got anything." Dassen replied defeated. "You never know." Flavius countered, "I'm hoping you may have something I need." "Yeah right, Mister Rich Kid." "Why don't we sit down and find out." Flavius found a shady tree before settling down and offering around his sandwiches. "I need to know to know what Governor Trevellian is up to. I'd like to quietly visit his province. You slip across for booze don't you?" "Forget it." Lars Dassen replied, "It was always risky. If the troops stopped us they confiscated the booze and we'd be out of pocket. If we had any drugs we'd be arrested. It's worse now that the Derulux guy's gone. "How come?" Flavius asked, "Surely he wants to take over the drug routes?" "Nah, not him. I don't get the high up stuff but what they said was that he had troops stopping stuff from Derulux's lot. Now he's shifting them along the border with us." "So does he deal in drugs?" Flavius asked. Dassen shook his head, "What I hear is, a group of senators or whatever they are doing it but blaming him." At that moment the bell for classes rang. "Shit." Flavius exclaimed angrily, "It's my first day and I've got to use my rank. Come with me." As Flavius became governor no one saw fit to argue with him as he marched confidently to the office. "I'm sorry about this but I need to conduct Imperial business. These students are assisting me." The receptionist looked startled but had been warned. "Yes of course Your Excellency." she replied, "We were warned that this could happen, the deputy principal's office has been set aside for you." Once settled inside Flavius phoned the Emperor. "I'm on speaker phone, sir." Flavius said, "And I have friends with me. The intelligence I have is that Governor Trevellian is being undermined by his senate, or at least a part of it." "Hmm. It's taken the ISS two weeks to come to the same conclusion. Do you have names?" "No sir." Flavius, "I'd like to speak with Governor Trevellian directly and in secret. The trouble is, he's old guard, doesn't like me or my reforms and he won't like me entering his province with the help of a booze smuggler and school bully." "He won't mind the bully part." the Emperor laughed, "He believes in keeping the lower orders in line. Kieran's listening at this end and pulled the list of security risks for your stay. Are we talking about Lars Dassen? "Yes sir." Flavius said, "We tried a practice knife fight and we're friends now." "You must stop this bullying. According to this he's only twice your size. Lars if you're there, be careful. If you've made a friend of Flavius then you're extremely lucky. I say be careful because you shouldn't even think of betraying him." "Yes sir." Lars replied uncertainly. Flavius grinned, "Will Governor Trevellian agree to this meeting?" "He will. Just tell me where and when." "Lars, where do you suggest." "How about the Claw and Talon Tavern in Goldberg. It's a bit posh and kicks us sort out but it might work for you. How will you get there? My old heap's fucked." "We'll get you a new car. Just don't flaunt it until Flavius has finished his business there." "What I mean " Lars stammered before pulling himself together, "No sir." "I'll send it as an Imperial Edict to Governor Trevellian with instructions that he must personally destroy it and not leave it to his slaves. I'll inform you of the time and date. "Well done Flavius. You remembered that I don't want any more provinces in turmoil. Let's see if Trevellian can sort his own mess out with a little help. Good Bye." "Good Bye, Your Imperial Highness." Flavius replied. The others stared at him. "Was that your Emperor?" Lars managed to gasp. "It sure was." Flavius grinned, "If you want to be formal, you're now a special operations unit involved in the combined Atlantic forces operation to eradicate the drugs trade." "Bloody Hell." Olaf exclaimed. "Do you know what the worst part is?" Flavius asked. No one spoke. "We need to go back to class and act as if nothing's happening. It's important." As they left the office, thanking the receptionist for her help, Flavius was called into the principal's office. "My briefing says that you be allowed time to undertake duties. My problem is, I find it difficult to understand what official duties may involve Dassen. He's a troublemaker." "His father is a bully and a drunk, sir." Flavius said, "I know that from my reports. My personal assessment is that it leaves him angry and frustrated. When it comes to some of my more secret duties, troublemakers have uses, sir." "I agree with you about Lars." the principal said, "Do you give me your word that this disruption is necessary." "Yes sir." Flavius replied, "I can arrange for you to speak to my Emperor or even your King Ĉirik if it would help." "Your word's good enough." the Principal smiled, "Do you need anything else?" "No thank you, sir." Flavius replied then grinned, "It sometimes takes time to wind down after being involved in this sort of thing. Just go easy if we get sent to you for misbehaving in class." The Principal laughed, dismissing Flavius. He felt privileged to have an insight into Flavius' desire to escape his position. It was Lars' teachers who noticed the biggest improvement. For once he was thoughtful, quiet, polite and not disruptive. It was the car showroom that suffered the most disruption. Lars was known. In such a small town it was not surprising. When a small gang of youths with him at the centre started looking around top of the range off road vehicles, the management immediately called the police. Flavius stood back allowing Olaf and Lars to happily argue over the merits of each model. Lars was favouring an open back vehicle large enough to seat five inside while Olaf preferred a rugged multi terrain SUV. Lars was in a dream. For a few hours he had escaped the squalid realities of his life. He was only in school because Scandinavian law demanded it. As the police car drew up the dream seemed to evaporate. "OK lads. We don't want any trouble." the policeman said, "Why don't you move along and stop disturbing the customers." "We're just choosing what we'd like." Flavius said brightly, "I don't know why people get so excited over lumps of metal, do you?" Flavius was a stranger to the policeman. He had heard a rumour that the Roman boy governor was visiting but he would not be associating himself with the likes of Lars Dessan. "That's all very well." he said, "But maybe you should come back when you can afford to buy one. In your case, when you're old enough to drive." Flavius was in a playful mood. Although the policemen seemed pleasant enough he could not resist a little game. "I've driven a tank. Does that count?" "No. Unless you show me that you're genuine customers you either leave or I'll arrest you all." "How can I do that? We might decide we don't like anything here and move on." "Last chance." "To do what? Prove we're a customer or move on." In a practised movement the policeman swung Flavius round and handcuffed his hands behind his back. The policeman was left with the feeling that Flavius had allowed it to happen. "OK, you're under arrest." What's your name." "Flavius Aulus." "You're close to a caning for wasting police time. What's your name?" "Flavius Aulus. My wallet's in my back pocket." The policeman examined the Roman ID and the local school pass. "I'm still not convinced. Flavius Aulus is supposed to be an extremely polite young man. I can't imagine him hanging around no hopers like Lars, either." "He can be rude if doesn't want a policeman coming to attention and saluting." Flavius replied, "My visit's not exactly a secret but I'm less likely to be recognised standing like this. Oh and Lars is a nice fellow when he stops being angry." "So what do you want me to do now?" "Look as if you're taking down our details but get the details of what extras Lars and Olaf want for their cars. Escort us off the premises and release us. Then when you see the showroom manager, order the cars for us. I'll see that my palace staff contact him tomorrow to arrange transfer of funds." "All this subterfuge is pointless. People will notice when they start driving them." "I just want to be discreet for a couple of days. It won't matter then." "Very well. Anything else?" "Like I said, my presence here is not secret and officially, it's a holiday. If anyone starts nosing around and probing deeper will you let me know, please?" Flavius had forgotten that he had arranged to meet Jamie who arrived just as the policeman was removing the cuffs. "You in trouble again?" You're saving me work with your anti-drugs operations. If you assure me it's to do with that then you've got my full support." The conversation was taking longer than it should for a simple check on a group of troublemakers. On his last day Flavius would make a semi-official to the police station, formally thanking the policeman for his help. For now he just sauntered insolently away leaving the others to follow. "You can't go home, you know, Lars." Olaf said, "If he hears that some kid got the better of you in a fight, you'll end up in hospital." "It was pay-day, yesterday." "I don't suppose she'll want you mixing with me, though." Olaf laughed, "You're right. She's a bit of a snob so she won't argue if Flavius insists." The following day at school everyone noticed the changes in both Olaf and Lars. Olaf was far more confident while Lars was still quiet, becoming especially interested in geography and history. The main loser was his old gang who suddenly found itself leaderless. Olaf's parents had quickly got used to Flavius, glad that their son found a friend at last. They were a little worried by Lars, his second choice but he quickly settled in, made himself useful around the farm and if no one else was around he enjoyed helping Olaf's mother with the cooking. The trip to see Governor Trevellian was almost an anti-climax. They picked up the vehicles just before they were due to go. Instead of calling the police, the manager fawned over Flavius offering him a seat in his office and personally fetching a drink. He even managed to call Lars, Mr. Dassen. Once the documents were signed they were off. Flavius noticed a police car discreetly following them for a time. As it turned off they were alone until they approached Goldberg. Governor Trevellian did not see it that way at first. He was stiffly polite to Flavius and refused to acknowledge the others' existence." "I don't." Flavius replied irritably. "Forgive me. That was crass. You realise that I'd be aligning myself to the Emperor and his reforms." Flavius nodded, "He appreciates people who speak honestly to him. You may not agree with him but he'll listen and take in what you say." Senator Trevellian seemed to see Lars and Olaf for the first time. "If plain speaking is now the fashion, may I ask, what do you expect from being involved?" "I think I've got away from my old man." Lars replied, "I've probably left it too late but I'm wondering whether I could catch up then go on and study science." "With young Aulus supporting you I would imagine you could build a rocket and fly to the moon." Senator Trevellian said before turning back to Flavius, "What do you intend doing now?" "Buy some bootleg booze and smuggle it across the border." Flavius said, "It's the cover for this trip." "I envy you." Senator Trevellian said, "You're young enough to see it all as a game." He saw Flavius frown and continued, "Enjoy it while you can. One day you'll be betrayed or attacked once too often and you'll find yourself an old, bitter adult. You might also be lucky and meet some whipper-snapper who restores your faith in human nature." The rest of his time staying with Olaf was quiet. He found his time as a student interesting comparing the differences between the two school systems and he watched as Olaf and Lars became firm friends. He stayed behind when they made another private trip into Governor Trevellian's province. At Flavius' request Olaf's parents tuned into a Roman news broadcast and watched amazed as their son read out Governor Trevellian's announcement. Wearing a Roman half tunic with his muscular body catching the sun he spoke in a calm authoritative voice. Enough students had seen the broadcast and suddenly Olaf was a star. The result of the broadcast was as dramatic for Governor Trevellian. Suddenly he was seen to have Imperial support. By now Germanicus had a fearsome reputation for rooting out corruption. Just on the strength of the broadcast, one senator committed suicide and two others began selling up. Others had been involved in drugs rackets but were less impressed. However the balance of power had swung back to the Governor. It was the suddenness of the announcement that had the impact. It didn't filter down from the governor to be diluted, used or deliberately misinterpreted. Back in town and the school, there were rumours that Lars was involved but he stayed mainly in the background. For the first time in as long as he could remember he was happy. He knew that it could not last. When Flavius left, Olaf's parents might be less keen on a long term lodger and even now if he was alone in town and bumped into his father or the cousins he had previously hung out with then he was under pressure to look out for his family. It meant providing the muscle and brains that his cousins lacked as they swaggered around the town and also it meant obtaining drink for his father. He had considered joining the army but he did not pass the physical. A drunken blow from his father had damaged his hearing in one ear. He was puzzled rather than worried when he was told to go to the deputy principal's office that Flavius had used once or twice. Jamie was standing outside. "He's provincial governor for now." he said, "Treat him that way. Don't worry he's got a good reason." Jamie opened the door and ushered Lars in, guiding him to stand respectfully in front of the desk. It was a little humiliating to stand there for a boy younger than he was but he followed Jamie's advice and waited. "There are rules on how I use my position to help people." Flavius began, "I made most of them up and most of my friends seem to accept them. I could phone up a Roman University, offer lots of money and say find a place for you. If I did, it would undermine the education reforms and lay me open to accusations of corruption." Lars nodded wondering where it was all leading as Flavius continued, "Governor Belario is a good man and is willing to meet you. If you impress him then he may take you on as a bonded man or a full slave so that you work for him. In exchange he will actively encourage you to study and any ownership of you will end when you graduate. His visit to the police station was unexpected. The senior policeman was there coming to attention as the other policeman on duty sprang to attention. Somehow, Flavius made it look as if he was inspecting the guard before thanking them for their patience at his behaviour. It impressed the policemen enough to lead his car to the airport, lights flashing in an impromptu cavalcade. Now that Governor Trevellian was partially aligning himself to the Emperor's reforms Flavius could make an official visit. Although he felt welcome during his visit he had little to do. His role was simply to support the Governor by standing beside him. He travelled on to visit Governor Belario. It was not a formal visit, even so he arrived to a very formal reception, a way for Governor Belario to show his esteem for Flavius. It would have remained highly formal if Governor Belario had not decided that his two adopted sons, Ben and Sam, as well as his natural grandson, Amicus should stand beside him to greet Flavius properly. It went well. Ben and Sam bowed and made the formal greeting. Just as Governor Belario breathed a sigh of relief, Sam turned, grabbed a slave and pulled him forward. "This is Lars. "I'm sorry, My Lady." he said politely before turning to Alrik, "I'm sorry to you as well, sir. May I attend you for the rest of the evening? At least until we're in the apartment." Alrik grinned, "Mum's never going to believe this. Pictures aren't allowed, are they?" "We do have a palace photographer. He knows what's permissible. It's things like not including the Emperor in the shot but I'm sure Flavius will pose with you. He's quite a show off by Roman standards." "I've never been to anything so formal before." Alrik said, "I'm terrified that I'm going to make some ghastly mistake and offend someone. I'm so glad that I can just stand at the back. Well at least until Jamie grabbed me. Flavius had to show that he was just another noble and all the razzmatazz hadn't gone to his head. Now the Emperor favours Flavius by favouring anyone he favours if that makes sense. I think he's also interested by all the Scandinavian interest in Flavius. Ready sir?" Alrik was far from ready but he nodded in defeat. In fact he did better than he expected, finding himself sitting and chatting. "I watched the Stockholm, Bergen match the other day." the Emperor said, "I'm not sure that the referee was right about that last penalty. Are you interested in football?" The Emperor had already heard that he had watched matches in the slave's quarters so he already had an idea of the answer. Alrik found himself engrossed in a conversation about the game, not realising that occasionally Flavius' name cropped up. By the end of the conversation Alrik was almost drunk on his experiences unaware that more of his answers were about his thoughts and his friends thoughts on Flavius, international affairs, drugs and a host of other subjects. In return Alrik left with a holiday snap to beat all holidays snaps as he sat beside the Emperor, feeling welcome and at home. He thought of his girlfriend, another university student. She had thought about coming with him until he mentioned sleeping rough to save money. Alrik was determined to take a holiday. He was curious about Flavius, a Roman who without realising it had rescued his brother. Visiting the Roman empire was still unusual enough to be exciting so watching Flavius' return seemed to be a natural focus to his break, especially with his self imposed challenge of getting as close as possible to events. He had succeeded beyond his wildest dreams enjoying the idea that his girlfriend would be green with jealousy at his chance to meet so many celebrities. Mind you, she would prefer TV stars and singers but he was quite happy to realise that on one occasion he had chatted to his country's Prince Bjorn. Flavius was happy to be home and surrounded by his friends. The Emperor seemed to approve of his activities even accepting Alrik, a complete stranger, though he guessed that the Emperor was using him for his own share of popular appeal. It did not matter.
